Rules for use of network resources

(User Agreement)

Direct or indirect violation of these rules – actual or undertaken by third parties on behalf of the carrier, connected to RETN network, or on behalf of the end user – are considered as violation of these rules by the carrier or the end user.

The Rules define actions for all RETN network users – both legal entities and individuals that use the RETN network to access its resources and the resources of the internet global network. RETN company can alter these Rules in case modifications are necessary. The modifications to the Rules are of effect and must be complied with immediately after publication and/or after sending the modified version of the Rules to the clients via email.

RETN reserves the right to apply restrictive measures to restrain illegal actions, including partially or completely blocking of the infringer's network addresses in case of threat of moral and/or material damages to other users of RETN network or Internet.

Illegal use

It is strictly prohibited to use RETN network for illegal purposes, including transmission, distribution or storage of information that violates laws and/or regulations in effect. This implies, in particular, information material, protected by copyright, trade mark, commercial secret or intellectual property rights, that are used without corresponding permission, materials, that contain obscenities, abuse, illegal threats, promoting racism or ethnic discord, violence.

It is flatly prohibited to create resources containing child pornography, zoophilia, necrophilia, or representation of sexual violence.
In case the resources, meeting one or several of the above mentioned criteria, are found in RETN network or the network of a carrier that uses IP transit service of RETN network, the corresponding IP address will be immediately blocked.

The RETN network (AS9002), along with other Internet Stand-alone Systems, provides data transmission between end users and/or internet resources via IP protocol.

RETN cannot be held responsible for quality of service in remote networks, that are not managed by the company.

The authority of the RetnNet does not extend so far as to control the content of the information transmitted, therefore the company cannot be held responsible for illegal use of data network by third parties.

The RETN network does not guarantee correct functioning of network applications that use protocols, which do not meet generally accepted Internet standards.

The Rules for Use of the RETN network resources correspond to ones, generally accepted for the Internet. The following is considered to be a violation of these rules:
- attempting unauthorized access and unsolicited use of computer systems and networks;
- attempting to interrupt normal functioning of information resources;
- attempting to take possession of other users' confidential information.

Persons violating these Rules, can be held criminally liable or brought to administrative responsibility.

The system and network security

Violations of network security are prohibited and lead to criminal and administrative proceedings. RETN will investigate such violations, and should RETN suspect illegal or criminal activity it will co-operate with law enforcement agencies.

Network security violations include the following (but not limited to):
Unauthorized access to data, systems, networks including any attempts of system or network to seek out or check for system weaknesses, or security violations, or access attempts without special permission of the system/network owner granted;
Unauthorized data or traffic control in any network or system without special permission of the system/network owner granted;
Interference with any user, host or network (not limited to) service, mass mail, denial of service or any other network attacks;
Falsification of any TCP/IP headers or any part of information in headers, e-mail addresses or mailing lists.

In case of complaints, concerning any of the violations mentioned above (but not limited to), RETN binds itself to co-operate with law enforcement authorities and other authorized organizations with the purpose of terminating such violations.

Routing policy

BGP-announcements of routes, to which the RETN network should provide transit from internet, are filtered on receiving in accordance with RADB.
The only prefixes accepted are those with the routing object registered in the Network Information Center, corresponding to geographical location (RIPE for Europe), if the object is registered with origin of Stand-alone system of the carrier or one of its clients. The list of carrier's clients is determined by its asset, registered in the same Network Information Center.

Bgp community and blackhole community services are included as part of the standard set.

To block DoS attacks with IP packet source network address falsification, the incoming traffic is cheсked for correspondence of IP packet source to the routes received from the carrier. To avoid loss of connectivity, the carriers are kindly requested to announce to RETN network all its prefixes, routes to which exist in the internet, and to monitor the validity of this information in RADB.

Rules for interaction

It is recommended to contact the service engineers of RETN via e-mail. The e-mail should be addressed to noc@retn.net. Please write your customer ID in the first line of the mail.

When calling the technical support service, you will be requested to tell your customer ID.

E-MAIL

It is strictly prohibited to perform unauthorized mass mailing (SPAM) of any kind (commercial advertisement, politics, insertions) etc., including performing the stated actions from RETN servers, leased and/or located in RETN data centers, as well as using access channels, connected to RETN network.

It is also prohibited to permit other users to send SPAM directly or using retranslation via the systems of other users. To avoid misapprehensions, the Users must guarantee, that their systems cannot be used for the purpose stated. The users are prohibited from mass mailing these messages further or reproducing such mail chains and malicious messages.

A user may not request other users' e-mail addresses, except for the cases when he/she obtained a corresponding permission from the e-mail address owner.
